Fast food restaurant proposed for vacant lot next to Mobil station in Springfield's North End - MassLive.com

SPRINGFIELD — The owner of a Mobil gas station and convenience store at 3111 Main St. in the North End is offering to buy an abutting city-owned lot at the corner of Merwin Street to expand his business by constructing a fast food restaurant.

The city advertised for bids for the tax-foreclosed lot and received just one offer — $20,000 — from Mobil owner Zahoor Haq by Monday’s deadline.

The bid is being evaluated by a city review committee. The city reserved the right to accept or reject any bids.

In his project narrative, Haq said his proposed “Main Street Mobil expansion will be a significant local investment in the continued revitalization of Springfield’s North End.”

“The project supports the city’s priority that proposed development be consistent with the character of Springfield and enhance positive qualities of the North End,” Haq said. “The project will also help illustrate how the City of Springfield revitalization efforts are not only benefiting major corporations like MGM, and Mass Mutual, but local small entrepreneurs.”

The Mobil property and the city lot are near the Exit 10 ramp of Interstate 91 and are at a busy junction between the highway and Baystate Medical Center.

The planned new fast food restaurant will be marketed to the commuters, medical center visitors and employees, and North End residents, Haq said.

Haq said he also is in the process of buying an adjacent property at 11 Merwin St., as part of the business development.

The city parcel is 8,443-square feet and is zoned Business A.

The city had stated that it was seeking a developer "that can add jobs to the City, turn the vacant lot into a productive tax-paying parcel and remove blight from the neighborhood."

Thomas Mathews, project manager with the city's Office of Planning and Economic Development, said he is pleased with Haq's interest in the city property.

Brightwood Development Corp. will provide technical assistance on the expansion project, but will not be part of the ownership group, Haq said.
