CANANDAIGUA — Once again, it’s back to the drawing board for the downtown Canandaigua property where Tom’s Mobil used to operate.

The city is again seeking requests for proposals to develop the former gas station site at the corner of South Main and Saltonstall streets, with the hope of having City Council review and ultimately select a multi-use development plan after the Nov. 9 deadline for submissions.

City Council a year ago OK’d a proposal for the site. Christa Development, partnering with Hunt EAS and CSD Housing LLC, was looking to build a four-story commercial and residential building.

In all, the proposed $12 million project was to include 40 mixed-income, multi-family apartments as well as about 1,800 square feet of retail/commercial space.

Achieving the ambitious plan, however, was partly contingent on the developer obtaining acquiring adjacent property.

“They were unable to reach a deal,” City Manager John Goodwin said. 

The prospective developer also was seeking government funding for affordable housing, Goodwin said, but the COVID-19 pandemic slowed approvals for that aspect of the plan to a crawl. 

While the developer felt the plan could be revised, city officials believed the proposed changes were substantial enough to warrant taking another look.

“The project, as proposed, wasn’t going to work,” Goodwin said.

The property has been in limbo for some time, after the original owner had not paid taxes on the property, beginning in 2011.

Although there was some initial, although passing, interest as a use for a craft brewery, the property sat for some time until the state Environmental Protection and Spill Compensation Fund and the city came to an agreement that led to the contamination cleanup and demolition of the old gas station structure last year, clearing the way for development.

In a new plan, the city wants a development that includes a multi-story building, with commercial and retail operations on the ground floor and commercial, office and/or housing above. 

The building would conform with downtown’s historic “look,” while also enhancing pedestrian walkability and safety and provide a logical connection from the city's downtown business hub to the lakefront.

These are goals outlined in the city’s comprehensive plan for development, Goodwin said.

While Goodwin declined to characterize the latest snag as a “blow” to the city’s plan for the site, he said this rather is a way to explore more options for it.

“We feel it is necessary to go back out and see what could be out there,” said Goodwin, who added that the city already has fielded inquiries about the property.
